Nationals Senate leader Barnaby Joyce says Australia needs to look at nuclear power if it's serious about reducing carbon emissions.

He's told his party's federal council in Canberra the issue should be put to the Australian people in a referendum.

Senator Joyce says we've got ourselves into a peculiar philosophical conjuring act where we seem to believe it's okay to mine uranium and to sell it overseas, even to people who make nuclear weapons, but not to use it ourselves.

He says it's a 'noble gesture' to think the world could be stacked with windmills and solar panels that would cover half of Victoria, but it's not going to happen.
